No city charter election this fall in Alamo Heights

Alamo Heights City Council voted 3-2 Monday to not call a Nov. 2 special charter amendment election.

Council members, city staff and attendees discussed setting an election to give residents the right of initiative and referendum, key tools that home-rule city voters may use by petition to initiate legislation or rescind an existing law. (read more).

Ok please tell me again, what is the difference between a consent item, and an item for individual consideration? I know the difference in SA thanks to google but I couldn't find AH.

Dear Confused,
The agenda item 8 is to VOTE on an ordinance for an amendment to the city charter for Initiative and Referendum. Whenever an agenda item comes under "Items for individual consideration" it means there will be a vote. If it is only for discussion it usually comes under a staff report or managers report or "Public Hearing". Tonight's vote will not put the amendment on a May election ballot. That will come later in the year when all the necessary information for that election is available.

I can only speculate. It appears to me that the council wants to ensure citizens get to vote on initiative and referendum. I do not know what, if anything, has been prepared for citizens' review in this matter. It may that the city merely wishes to notify everyone of the date, with details to be worked out in the public meetings and committees suggested by several people. Perhaps you should attend tomorrow. Watching on video is one thing, but it is no substitute for appearing live and giving your own opinion.

With all the tweaking of meeting procedures I am confused. The IRR is on tomorrow nights agenda under "Items for Individual Consideration". What are they considering? Are they going to vote on again? is it a public hearing? Is it for discusssion? Can the public join in on the discussion? Is it being considered/ does this count as a public hearing and how many public hearing will they did to have? Thank you for your take on this.
